Is it art, or is it vandalism? Or both? The argument rages on both sides and seems to only get more heated as taggers have become more creative and talented. Has it always been this way? Did the Cro-Magnons tag the caves of Neanderthals? And where does expression cross the line?
Whole books and at least one blog that I know of have been devoted to the works of graffiti artists. Probably the most notable of these goes by the name "Banksy" and is a personal favorite of Writing in Faith's Sandy Carlson, who is easily the most knowledgeable person I personally know on the subject.
But to answer the initial question... that's a matter of perspective.
(And no, this is not -- as far as I know -- Banksy's work.)
